Since the introduction of the Regulatory Reform (Fire Safety) Order 2005 it is a requirement that all occupied premises (with the exception of single family dwellings and a small number of others) are required to have in place a Fire Risk Assessment.  Fire Certificates are no longer issued or valid.
 
The onus of responsibility for the fire safety of a building occupants and visitors now rests firmly with the building owner or occupier.  The role of the Local Fire and Rescue Service is now that of inspector and enforcer of fire safety provisions.
